Handy-dandy documentation panels

Hi folks,

I'm exasperated. Can't remember how to insert those cute little documentation panels that people insert in patches to explain things. I've found the "Edit" pop-up that lets me change the text or color (and delete them). But I cannot copy/paste or create a new one. I think I knew the answer, once. But it's gone now, if it ever was there. What, pray tell, is the magic incantation to make a new one appear?
