The "Comment viewing options" feature is still active.
I logged in as you, viewed http://kineme.net/node/3599 (one arbitrary post that has comments), and it appears as expected (see screenshot). Does the "Comment viewing options" section not appear for you?

Well, either it was not appearing for a short time yesterday, or I was totally trippin'. It's there now for sure.
