Smooth RSS feed Ticker Application

I need someone that can create a very smooth running ticker that will have an RSS/XML input. The text needs to be able to have an outline and a drop shadow. Please call Steve [phone number removed] if this is in your skill set. I have a budget of $1500-$2000. Timeline is right away.
