Maybe I'm being a wee bit dim about this, but your image doesn't seem to show any highlighted text at all. Quick fire replacement / solution install the free NI QC plugins and use their NI Styled Text With String through to an NI Image With Styled Text patch and then to a Billboard. Haven't figured your different requirements to avoid formatting each new line of text.

I attached a qtz with 3 different solutions. None of them will work for me, because everyone of them have problems. NI patches present problems related to text alignment, margins and distance between lines. The native patches don't adjust to the letters in the lines. The problem with my custom solution is that I have to go through many steps for each new line I create.
Although there's been a fair old amount of work done regarding treating and presenting text, as strings, or as strings from structures, [usually from CSV or XML sources], I can't see any way around the problem regarding the need to use a separate Native or NI String patch for each line to be uniquely treated as highlighted or not.
